Wasted Opportunities – Getting Fire Safety in Waste Facilities Right Before a Fire Occurs

Historically, fire brigades have attended numerous fires at waste facilities in NSW. These fires are often quite large and have a detrimental impact on firefighting intervention, the environment, local community and the waste industry itself. The potential fire size correlates with the nature of the combustible waste material being processed, stockpile arrangements, on-site fire safety systems and emergency procedures specific to each facility. This presentation will discuss the key drivers of waste facility incidents and the measures which should be considered to reduce their likelihood and severity.

Luke Loseby

Inspector - Fire Safety Directorate, Fire and Rescue NSW

Luke Loseby has served as a firefighter and officer within Fire Rescue NSW since 2006. Operationally, Luke specialised in hazardous materials incidents, serving in HAZMAT stations for nearly 10 years, attending numerous large-scale, protracted incidents. He is a strong advocate for the enhancement and inclusion of technological solutions which improve situational awareness and incident management strategies, as well as firefighter safety and effectiveness.

Luke is currently a Team Leader/Inspector within the Fire Safety Branch. His unit specialises in Hazardous and Offensive Developments, including the review of Fire Safety Studies (FSS) and the assessment of Emergency Plans (EP) and Emergency Services Information Packages (ESIP). His unit is also responsible for improving firefighter confidence in the built environment and raising awareness with FRNSW operations of high-risk facilities within their commands.

Luke holds a Bachelor of Government and Public Management as well as qualifications across a wide range of disciplines, including Work Health and Safety, Emergency Management, Training and Public Safety.
