The Future of Firefighting Foams: Moving from AFFF to Fluorine-free Solutions

PFAS phase-outs are prompting facilities to transition away from AFFF. This TAC/11/22 session explores the move to fluorine-free foams. It will cover fit-for-purpose selection, staged change, system verification and decontamination and waste. Based on IB-25 and IB-06 to support performance, environmental obligations and operational readiness. This session will provide:

  • Understand the context for PFAS phase-outs and the shift from AFFF to fluorine-free foams
  • Explain what “fit-for-purpose” means when selecting agents and systems
  • Describe a high-level transition pathway from assessment to commissioning
  • Identify key decision points and roles across owners, designers, responders and regulators
  • Recognise verification, documentation, decontamination and waste considerations that support compliance and readiness

Peter Storch

Environmental Engineer, Arcadis

Peter is a registered professional chemical engineer with more than 30 years of experience in process engineering and environmental remediation in the US, Europe, and for the last 16 years in Australia. He is a Senior Technical Director for Arcadis based in Brisbane. Since 2012, he has been developing PFAS remediation technologies including the decontamination of PFAS-impacted fire systems. In 2017, he lead the cleanup response to a large firefighting foam spill where an innovative cleaning agent was developed to remove PFAS from infrastructure surfaces. Currently, Peter is an Arcadis global lead for foam transition programs.

James Perriss

Director of Product Management - Global Suppressants, Solberg - Perimeter Solutions

James Perriss is a firefighting foam and fire suppression specialist with over two decades of experience in the global fire protection industry, including more than 18 years focused on fluorine-free firefighting foams and the associated fixed fire suppression systems. He serves as Director of Product Management – Global Suppressants at Perimeter Solutions and sits on the Board of Directors for Solberg Asia Pacific Pty Ltd, where he leads global product strategy, innovation, and transition programs for fluorine-free foam and suppressant technologies.

As an active industry contributor, James sits the Fire Protection Association Australia (FPA Australia) Technical Advisory Committee (TAC 11/22 – Special Hazards) and has participated in the Foam Working Group, with a strong focus on fluorine-free firefighting foam (SFFF) adoption and foam transition strategies.

James has taken a leadership role in the industry’s transition away from PFAS-based foams, working closely with regulators, end users, engineers, and PFAS remediation companies across Australia, New Zealand, Asia-Pacific and globally. Supporting the company’s global fire testing programs, certification, and approvals for Solberg fluorine-free foam concentrates and associated system hardware – across oil & gas, aviation, emergency services, and industrial special hazards, with deep expertise in EN1568, LASTFIRE, ICAO, UL, FM, MilSpec, and NFPA standards.

Brett Staines

Special Hazards Consultant

Brett Staines is a self-employed Special Hazards Fire Protection consultant. He has an honours degree in Mechanical Engineering and a strong background in Special Hazards Fire Protection having been involved in the fire protection industry in a variety of roles for over 35 years. Brett’s career has included fire incident command, system testing and design, product development, application engineering, training, project management and participation in FPA Australia, Standards Australia and ISO technical committees. He is chairman of Standards Australia’s FP-011 and FP-022 and was chairman of FPA Australia’s TAC 11/22 from 2003 until 2025. He was awarded the A.V. Viscogliosi Award for “Excellence and Outstanding Service to Fire Protection” in 2009 and the Barry Lee Award for “Technical Excellence” in 2018.
